        Even if it wasn't cocked, there could still be a round in the firing chamber. With an automatic, you can either drop a round into the chamber while the slide is locked back or you can work the slide once after you put the clip in to load one into the chamber (it's how I personally load my .45 and my .380; slide the clip in, jack a round into the chamber, then remove the clip and replace the bullet to give me an extra shot on the first clip). Being that he's supposed to be a professional assassin, I can easily see Fredericks doing that, so yeah; he would have still had one in the chamber - and at that close ranger there's no way he could have missed.
