     Hope the hangover wasn't too bad, might want to look into alkaline booster drops, they help flush toxins and supply electrolytes, I just add a few to every drink and I rarely have a hangover, and I admittedly drink far too much!

     No, looking into each other's eyes during a toast isn't part of etiquette in America. We usually just look at the glasses. =P
     
     I think trying to make eye contact would make it very easy to spill the drink, actually. I don't know about where you live, but in America, a toast is usually done in the air above shoulder level, and, unless the people are straight across the table from each other, it's done to the side so that it's closer to the center of the table. It's pretty easy to spill your drink if you don't watch it.
